SoundForge XP - This editing tool is designed specifically for users preparing audio files for the web. You can purchase a downloadable version for about $50.

Add Sound and Audio Files using EMBED - This web site discusses some of the pros and cons of different audio formats. It also provides examples of the HTML code used to embed sound clips on your site.
